Request for initial evidence reset the clock

does a request for initial evidence really reset the green card clock? Even after the biometrics appointment?

I've been looking at multiple sources that say they do and some that say they don't.

If so how does that affect the EAD application? Does that also reset?

I received an RFIE about 1 month after I filed 485 765 and 131, took me about 2 months to send the response. my 765 and 131 are currently outside of normal processing time. I called and the lv 2 rep told me my cases was on hold for 2 months because of the RFIE.
