My husband is applying for I-485 is he elligible to apply for my I-130 simultaneously and if he applies for consular processing then can he apply for my I-130??

Can you tell me that what is counsular processing as we applied for I-485 for our whole family for myself on employment basis. we applied for work permit for me and spouse also.
