1. If you DID NOT pay your taxes last year, that could be a problem, unless you were unemployed, disabled or earned very little to no money (qualify) At our interview they didnt ask us a single thing, only to see our taxes!!
2. If you have any history of ARREST, for any reason, they will ask you and you must be honest, or they can deny you. You will have an opportunity to explain during your interview, but no one can guarantee the result., so the best bet is to be honest. Minor tickets and such dont usually count, unless related to some other violation and you have an arrest record.
3. If you have active TB, you will probably be denied until treated and you have to file a special form. If you only TEST positive, but have been cleared by CXR (chest Xray), you need medical documentation as proof.

In our case, the immigration officer only wanted a copy of the most recent tax statement (2006), we already submitted the 2005 copies with the application. I think you're ok for not having 2003 tax returns.
As for "gross moral turpitude", this usually refers to acts such as prostitution, drug dealing and trafficking, etc. If none of this applies to you, you're in the clear. Like I stated before, its only applicable for ARRESTS. As long as you dont have an arrest record, you should be ok. The officer also told us that alot of people he interviews have + TB skin tests, but as long as they are cleard by CXR, its basically ok, but you need documentation from a doctor stating this.
