Confused about police clearance

Hello all. I am trying to figure out if my husband (Jamaican national) needs a police clearance or not. I have read where one member told a Canadian national she did not need one, but I have also read where another member told a Chinese national that he did need one. How can I find out who is required to have a police clearance and who isn't?

If your husband is overstay in US, he needs police clearance. That's what USCIS told me when i called them before.

He isn't in overstay status. So, then would it be safe to say that he doesn't need a police clearance for the I-485? I don't want to assume anything.

He is currently here on a B-2 visa that doesn't expire until the end of the year.

If your husband is not overstay in US, i think you just file I-485 without police clearance and if USCIS needs further evidence, they will notify you.
