Birth certificate problem

My wife's date of birth registered with municipal authorities is different from her date of birth in her passport.

The Municipal authorities are now refusing to change the date as per the passport.

Is it Ok if I ask them to provide me Non-Availability certificate and then get an Affidavit from her parents. Her parents are here in US, how to get an affidavit for her in USA? In India we usually sign on 20 rupees notary or some thing like that. What is the procedure here?

I was in the same situation and I got it done through the notary service. I went to ups store with my both parents as I had to get two seperate affidavids from my both parents.

that is where you will get the non-availability certificate.

maybe one of her relatives can help in getting that.
