How is this possible

I am looking at "California Service Center Processing time Report" for the following dates:

11/05/02 and 10/15/02. It says INS was processing I-485 applications dated 11/19/01 on 10/15/02 and 10/19/01 on 11/05/02.

Why is clock going back? Any ideas or I am interpreting it wrongly?
