No need to carry I-485 receipt while H/L worker traveling abroad

Effective today, Nov 1, 2007, the requirement to carry I-485 receipt for H/L workers who have filed for I-485 is being removed.

H/L VISA holder does not necessary to be in AOS status. Some people only hold H/L VISA, then how can they get I485 receipt?
I think it is wrong statement.
