No I94 - Do we need Supplement I485A?

If we did not receive I94 because we entered the US through a US territory, are we required to submit I485A supplement? The last notice we received was due to change of address in which we were asked to do INFOPASS, however, we are unable to do it at this time. By the way, we applied for I485 and I130 concurrently received July 18, 2007 by Chigaco lockbox. Since then we have had two returned notices and one request for RFE and two change of address confirmations by mail. Its been over 90 days since our application date and over 6 weeks since we submitted RFE for I485 and still no word, only that we are being requested to go through INFOPASS.
