Lost Iap-66

Not sure if it falls into this category..
I had my green card interview yesterday. It didnt go well. Since I had entered this country with J-1 visa, officer requested to prove that I dont have 2 yr requirement. Fact that it is not written in my visa was not good enough.
I don't have my original IAP-66 form, back in 2002 due to my inexperience with immigration services I filed original while changing J-1 visa to B-1! This seems to be the biggest issue now. US embassy in my country referred me to contact exchange programm I came with, since they dont keep files from 2001 (i entered US 10/06/2001). When contacted, they replied that they dont have this information/copy either....
I recognize my fault on filing originals, but cannt understand that such an important document is nowhere to be found. Immigration needs proof to move forward, i have nowhere to go to get it....

At this point, I think it is futile to chase a document which I'm not sure would answer the question of whether you are subject to the 2 year home residency requirement or not, because even if it says "not subject", the person may still be subject to the requirement. I suggest doing some research on the internet, there are dozens of websites that explain what the criteria are to determine if a J-1 person is subject to the requirement. Here's one to start:

Also, if wouldn't hurt to consult an attorney, with experience in J-1, mind you!

If you don't succeed in finding the document (for which I suggest insisting again and again with the US embassy in your country - if they don't keep documents from 2001, then where do they send them to be archived? - and with your exchange program - same question?), anyway, if no IAP-66, then the lawyer might be able to help you put together a letter, based on the law, explaining why you are not subject to the requirement, or, if you are subject to the requirement, help you obtain a waiver.

BTW, what exchange program were you here on back in 2001? If you were here as a student, another place you could try for a copy of the IAP-66 is the university.

J-1 issue with Green Card Processing

My AOS for GC was in final stage but USCIS has raised an issue about 2 year requirement of J1 visa. I came to US in 98 on J1 visa from UK, homecountry is India. I have lost my original passport with attached DS 2019 around 5 years ago & now I dont have any record of the required info of that programme. USCIS has asked to submit a waiver, but i cant apply for that coz i dont hv the details or the info. Contacted the universities, UK & US, they dont hv 10 years bk details or forms with them.. My exchange program was not Govt (Indian) sponsored, i attended one semester of MBA from US. How can I obtain IAP 66 & apply for waiver??? Is there any way out???
