hi, my question is, if the cut off date, and the allotted visa numbers for employment based immigration for the current fiscal year is reached b4 your date for filing. Can you still be called for the interview and receive the I-551 stamp until the green card becomes available?

I am not sure I completely understand your question. Visa number must be available in order to get your green card approved, I-551 stamp.
