Department of state is still showing september visa bulletin as the current bulletin in their website, I am wondering how this information is correct?

DoS is always late in publishing it on their website. It is usually out in the other consulates before DOS publishes it.

DOS first updates the phone line to give the new info and then it updates the website.

Mumbai has always been the first to update their website in the recent past.

Does this affect the ability to apply I-485 till September 30th for priority dates before Aug 2006? This will only impact from October 1st correct?

This is for October. The September bulletin is till good till end of this month. Get those 485 apps in ASAP!
