Can you call any INS office to check on VSC case status?

Calling the VSC number during the day is almost impossible, is there any other number which can be called to check on case status

No.

But there are some strategies. Like you don't call on Mondays. Call at about 7.30 AM and keep looping around until 8 AM to wait for an IIO.
Heard 3.30 PM is also another good time (try till 5 PM!!)

Call in the evening

I call VSC almost everyday during evening hours i,e, after 6PM to check my AOS status and never had any problem with status checking. BTW, you cannot talk to IIO during evening hours.
