I need to find out that my friend came to USA in 1999 legally in tourist visa. But he got an employer sponsor him and he got labor certification from labor dept. in 2007. So can he file for adjustment of status? When the visa bulletin is current? Before This he filed adjustment of status in 2003 and the case was denied because i140 was denied.
