Priority date, receipt date and processing times

Priority date, receipt date and processing times

My priority date (EB2) is Jan 07 and I485 receipt date is July'07. According to the latest USCIS processing time for EB at TSC is July'07.

My question is:

According to visa bulletin, current EB2 priority date is 15Feb04 for India. So does the processing date of July07 mean they process the case and keep the case pending till the priority date is current and visa numbers are available(i.e. look through docs and issue for RFE if needed etc..) or they just keep the case aside till the priority date is current without looking into the submitted info? I am confused about the priority date, receipt date and processing time...

They will look at the file and keep it aside PD is not current.
