...I got a Welcome Notice today...Can I travel with this Welcome Notice outside of USA or do I have to wait for the actual GC?
If someone knows, please respond. Thank you!

You have to wait for the actual GC. (duh)

Yes it is true. You first must schedule an appointment via infopass. Carry with you your EAD card and I 94. They will take both from you, stamp your passport with a I 551 which is equivalent to a green card. You will be able to travel with that stamp but cannot travel with the welcome letter alone. If you receive the green card itself before your appointment, there is no need to go to get your passport stamped. You are a legal resident either way.
        Hope this helps.

go and get your passport stamped before you travel. The stamp in your passport is the same as a green card. You cannot travel with the welcome letter only. You need the stamp.
