Can I file I-485 and I-130 when my mom's here in U.S.?

I'm a U.S. citizen. My mom's here visiting until mid September, can I file change of status while she's here? She's visited U.S. many times in the past 6 years and never stayed over time.

Also not sure about fees, should I pay two fees for both forms or the I-485 fee would cover everything?
