CSPA question about 'locked in'

I want to know what the bold part exactly means:
"then the applicant's CSPA age is locked in through final adjudication of the application"

Example:
- child 19 years when the EB petition was filed
- EB petition approved in 4 months
- child age when visa available 21 years 3 months
- CSPA age when visa available 20 years 11 months

Will they froze the CSPA age until that child get GC or they will say at the interview 'sorry, the child aged out' because it took 10 months or more for the interview?

Thank you, I keep reading about this and we are getting our hopes up.

If I'm not mistaken, I need to file:
- form I-824
- select 1.c on Part 2
- attach copy of I-797C for the I-485
- some other documents (birth, marriage certificates)
- send the package to same center that received I-485 (listed in I-797C)

USCIS will receive I-824 and will wait until I-485 is approved. Then they will send information to NVC. NVC will contact us for follow up and request more evidence. After that they will send the information to the consulate on home country that will give an interview date. If they approve, and visas ara available, they will send the passport with immigrant visa to pickup location and the child will have 6 months to enter the USA. The process could take 1 or more years but the CSPA age will not change, so it doesn't matter if the child is 23 when entering the USA, right?

Update: I-824 approved.

Let's see what happens next. From what I read:
- USCIS approval letter in a week or two
- NVC letter in 8 weeks or more

Update:Case Was Approved And USCIS Notified The U.S. Consulate or Port of Entry

We received the approval letter.
It looks like we will receive an email in a few weeks/months (payment and upload documents).
