Posting for friend: Had interview mid April, officer said approved on spot. Interview went well and IO said should receive card in 2-3 weeks. Then today got a notice saying need to come in may 9 to meet with the same officer. Reason for appointment says: to complete I130...what does that mean? Can IO change mind after giving verbal approval? PD dec 2017..Irving
