I’ve done my bio appointment February 11, but it hasn’t changed to complete to this day. Should I call and inquiry? Is this normal?

I had mine done on November 21st and it hasn’t changed either still showing fee received. I only found this group the other day it has me thinking tooGC applied due to marriage to a USC, live in SFO
October 24th 2018. - case received at NBC
november 21st - fingerprints taken
march 11th - case ready to schedule interview. Still saying fee for finger prints received
may 7th - I notified USCIS that my EAD and AP are out side normal processing times. (No reply)
june 12th - expatiated my case due to needing to travel home to my sisters wedding
june 13- new card in production

Yes is normal. You can check your expected interval at https://egov.uscis.gov/processing-times/
I had to learn to relax. Yes some cases will finish in 4 months, others in more than a year or even two.
My case is EB, my local office had expected time from 9-22 months for EB cases, then it changed to 10-24, then 11-27, and checked just now and it is 11.5 - 27.5 months. So I just need to be patient. Not even the courtesy letter yet.Nov 2018 - Package sent - EB - Texas Service Center
Day 1 - Package received at the lockbox
Day 999 - Card delivered to me - Aug 2021

Hi Enub4, thanks and bummer. My case is EB2-NIW, I think I will call in and see what they tell me. This "learning to relax"is the hardest part, I'm still waiting my EAD and my job might be on the line, ask expedited and now just in the expedited queue... very hard to relax.
