Birth Certificate issues for father

I have to fill out I-485 for my father who is 78 years old. He was born in Karachi before partition. His school leaving certificate was destroyed in his home during fire. He has a passport, aadhar card and election card. He doesn't have any siblings or relatives alive who can sign an affidavit for him.
Questions -
1. Do I need NABC letter for him?
2. What are my alternatives to produce a secondary evidence for birth certificate?
