1- The L2 officers cannot set the first appointment for biometrics, only reschedule an appointment that has been set by the office that will take care of your case.
2- To talk with a L2 officer, you would have to ask an officer to forward your call. When you call USCIS, you must proceed on the menu choosing between English or Spanish, then 1-2-2. Enter your case number and you will probably be on hold for about 20-30 minutes before an officer answer your call. Usually, I just told the officer that I haven’t received my biometrics letter and that I would like to talk with a L2 officer about what has been going on with my case. I tried three times. I was only successful the first time. The second and the third times my phone call got disconnected and I was very frustrated to try again.
3- I was offered by the L2 officer to open a service request. But I believe than you can just call them and say that you would like to open a service request with the office that will be handling your case.

Thank you so much for the detailed expmanation! Today is the 55 day and We still have not had anything related to biometrics! And it is sort of sad while reading everyone is getting their biometrics super fast.
Any update everyone? Is there anyone on the same boat? How long do we need to wait for biometrics? Some webpages say 60 days but I don’t know.

ophelia83 if I were in your shoes I'll call an get a L2 officer just to confirm/deny if there is an appointment date. In few rare cases the biometrics letter get lost but L2 officer can see if there is an appointment an even fax a copy so you can go to the appointment.Nov 2018 - Package sent - EB - Texas Service Center
Day 1 - Package received at the lockbox
Day 999 - Card delivered to me - Aug 2021

Imagine you get your EAD card, and for some reason your case gets delayed for over a year, then you need to renew your EAD, you need to send a copy of your I-485 NOA to not pay for the renewal.
I don't want to alarm you but this is not normal at all. Do your address include an apartment number, maybe there is something missing at the address and your mail delivered somewhere else?Nov 2018 - Package sent - EB - Texas Service Center

I know this is not normal. We talked to an L1 because we did not request to talk to an L2 as we called them on the deadline for not receiving any NOAs. Yes, our address and everything is correct. I am getting informed delivery everyday. I don’t know. We will
call them
this week to see what is going on.
