Does an A number always start with "A"?

Hi,

I'm a little confused because, on my EAC, there are numbers underneath USCIS# but they are all numbers and not start with an "A", also in other USCIS documents, the "A" number column is blank.

In my case, the USCIS # listed on the EAD is the same as the A number just without the A.
