Yup, that's USCIS for you. I figured this too when doing some research about the RFE.
Responded myself with a cover letter explaining original petition was filed under F2A and the P.D. was current in October. Attached cover letter, copy of RFE, copy of PR card, copy of original I-485 and I-130 submissions, copy of the October visa bulletin which stated the F2A was current.

sohi429 Thanks for sharing. I'm sending my response today. Same docs as your response. Seems like the right way to respond based on all the like situations I've found online. Only concern is those that were in the same situation months or years ago never updated their timelines so I can't see how their cases progressed after this. But... here goes.

Yup, I searched thoroughly in the forum but couldn't find any actual response timeline. I also checked some advice of the attorneys on some public forums, all of them recommend response on similar lines.

Oct.14th, 2019: USCIS Received & also Priority Date
Nov.2nd, 2019: Hardcopy I-797 NOA received
Nov.8th: Biometrics Appointment Notice Received
Nov.22nd: Biometrics completed!
NEW UPDATE ON 12/18>>: Dec.12th: Courtesy letter for Medical Form I693 sent one mail (no update seen/sent on site/apps/via text)

Looking at your time line I guess it’s safe to say BIOMETRICS DOES NOT DELAY ANYONES PROCESS, that’s great news. A lot of people have asked that question and it’s always a maybe but following you’re timeline we can be pretty sure now. Congrats Yoca.
