A G-28 is a form filled out by the attorney representing you (assuming you are using one). It designates that person as your legal representative and they receive copies of any communications between you and USCIS.
I should add that while you don’t fill out the G-28, you do sign and date it. Your attorney or legal representative completes the rest of the form.

Did you make copies of your application? Take a look at it again and look at the very first page. Right below the section ‘For USCIS Use Only’ is a section called ‘To be completed by an attorney or accredited representative ‘.
Is the first box checked? The box says ‘Select this box if Form G-28 is attached’.

The purpose of form G-28 is for applicants who are using an attorney. You are not using an attorney. Therefore you don’t need a G-28.
However, it appears that for some reason USCIS thinks you are using an attorney and they are expecting a G-28 to tell them who is your attorney.
You may need to call the USCIS customer service line and talk to a representative, then request a callback from a tier 2 officer. Then explain the situation.
I recommend doing this at 7:00am Eastern time.
