A question about processing times

Hi guys,

I have a question about case processing times. Go example when it says 7-23 months does the countdown start from the day they received applications or AFTER biometrics are done?

Trying to understand how it works.

12/13/2019 Bio done

01/16/2020 Case is Ready to Be Scheduled for An Interview
01/31/2020 interview scheduled
02/25/2020 combo card received
03/11/2020 interview date. Approved on the spot and status changed to New card being produced.
03/19 GC in hand

Usually means after they have started working on it or when they received it.
