Social benefit effective temporary to new green card’s people

Hey guys I a have questions.i am married with us citizen and have a green card (2 years permanent residece).my wife wanna get social benefits by government (for own kid or her kid doesn’t matter) so is this a new law effective to my citizenship or 10 years green card prosessing?
