From what I’ve read, “REF” is the request for evidence and it is different from “COURTESY LETTER”

But the real question is if they wait until the biometrics come in before they doing background checks/the bulk of case review. If that's the case, we might need to expect another 5-7.5 mon after the biometrics before we could get our EAD/AP.

Nov 2016: Received EAD/AP combo card
Oct 2017: Renewed EAD
Sep 2018: Interview scheduled MIAMI FIELD OFFICE interview was good but no decision was made, just wait on the mail
Jan 2019: requested infopass. They said officer no longer worked there and case would be reassigned to another officer. Wait in the mail
2019-2010: multiple case inquiries, same response ““case under extended review”
May 2020: Got the following email:

So my RFIE is saying that the qualifying income of my spouse does not meet the 125% of the federal poverty guideline which I find very strange because for a household of 2, the qualifying income (Chicago Stage) is $21,550 and our qualifying income is even more than double of this amount.
Guys, what's the best way to respond to this RFE?

Is your spouse’s most recent (2019) 1040/tax return equal to or more then $21,550? If that is so as you’ve said, I would suggest you check how many children and dependents of your household you mentioned on your I-485, I864 and I-944 and how many kids your spouse has or filled on her 2019 tax return.
I also suggest that you go over the entire information on your I-944 because that’s a major prerequisite to the affidavit of support.
As for me, my household size is 3 and my spouse’s 2019 1040/tax return could sponsor up to 5 persons and I didn’t get any “REF” about my I-864/I-944 except for the reminder of my I-693 (Medical)
Your issue is crucial and I suggest you seek advice from this guy’s page, “britsimonsays” he has helped lot of DV applicants including me, free of charge.
