e-Filing the tax return (instead of paper mailing) and requesting the transcript also electronically (instead of regular mail) would speed up the process.

IRS offers expedited returns for disaster victims but you could also call and explain your situation and see if they can help. You’d need to have submitted the returns though.

IRS website would be the best source of info. You can Google for it and it will pop up.

The I944 instructions tell you the IRS link to get the tax transcripts. Use that link and follow the prompts in their website.

we have mail in 2018 and 2019 tax returns and the IRS say we can get the tax transcript by 21 Nov at the earliest. which is too far , any other option that we apply without tax transcripts.

Look at I-944. It allows you to explain your situation and provide what you have. Perhaps it will generate an RFE and you can provide final transcripts later. Shouldn’t be a deal breaker in my opinion.

Unfortunately, there is no way to speed up the process. All you can do is follow the process. The instructions are explicit: you need to file the transcripts for tax years you have filed.
