New immigration system

Is there a new immigration system coming , merit based immigration system and someone married to US citizen than cannot apply for Adjustment of Status.

Trump has said for years that he wants a merit based system like canada, australia and new zealand and recently indicated more news would follow on this in the next few weeks as well as an executive order. (No facts exist as of yet, but it sounds like it would be points based and no doubt a marriage to a USC would be high points)

Any change to immigration will need to go through congress. So unless one party gets a majority in the house, senate and presidency, I highly doubt this will happen.
