    Hi Guys, I live in US and I am on EB5 with a PD of Dec, 2014. In February I submitted the Ds-260 in the consular processing and got an email from NVC that my case was in the queue waiting for an interview. Since March, all consulates closed due to Covid-19 and I don't know when I can receive an appointment letter. Now I want to file 485 in the US.
    However, on part 3 of the 485 form, it asks 'have you ever applied for an immigrant visa to obtain permanent resident status at a u.s. embassy or u.s. consulate abroad? If I choose yes, I need also provide the location of the consulate, the decision and decision date. I am not sure if I should answer yes or no to this question.
    On the department of state website, it says ' Submitting Form DS-260 does not formally execute a visa application. The visa application is not formally made until the visa applicant(s) is interviewed by a U.S. consular officer. '
    Does anyone know how should I answer this question? Can I just say ' No' to this question? Many thanks!
