    Cut off dates for DV lottery winner?

    Hi,
    I got selected for the DV lottery 2011, I went to the USCIS two weeks ago and was told that I'm not eligible to apply for adjustment of status until Oct 1.
    However according to the visa bulletin the cut off number for Europe is 31 000 for June and my number is in the 10 000. Doesn't that mean that I should be eligible to apply already now?
