  • I-944 questions after the recent stay on the injunction order

As per the update on Sep 22, 2020, those who didn't file I-944 due to the July 29 injunction order, will be required to file it now. I am preparing my I-944 now. Would love to hear your advise on the questions below if you have filed this form in past (link to form for reference, and instructions).

Sorry, this is a long list. I think this will help a lot of folks who are going to have to file I-944 soon due to the Sep 22 update. I promise to pay it forward. Thanks in advance!
    1. In part 2, Item 1, where it asks info about your household members, it asks "Is this individual filing an application for an immigration benefit with you or has this individual already filed an application?" My wife has LPR since few years. Should I count her as someone who has already filed an application, even though it was approved 3+ years ago? Note: I am filing in F2A category as Spouse of LPR.
    2. In part 3, Item 1, it asks the income of applicant and each household member, and "total income" as shown in tax return of each member. My wife and I filed a joint tax return. Should I enter the "total income" from the same tax return for both of our entries? We only have one return because we filed a joint return.
    3. In part 3, Item 9, is it a requirement to provide the assets details even if the income is more than the requirement as per the poverty guidelines? Asking because, arranging the evidence documentation for assets is an involved process.
    4. In part 3, Item 10, Debts: What to put for credit card debt? We pay our balance in full every month, so there is no ongoing debt. But of course there is always a balance on the card based on the last few weeks expenses. Does that count as debt? Should I try to pay off the card before the next statement to reduce it down even further. And what is the evidence for this? Statements from all my credit card? Or is the credit report sufficient?
    5. In part 3, 15A, Health Insurance. It asks if you ever receive a premium tax credit. I didn't. The instructions say provide a proof. "Provide a transcript copy of the IRS Form 8963 Report of Health Insurance Provider Information, Form 8962 Premium Tax Credit (PTC), and a copy of Form 1095A, Health Insurance Marketplace Statement". Do I really need to provide this even though I didn't receive this credit. I don't remember ever receiving those documents.
    6. In part 3, 15C, health insurance, what to put for when the insurance terminates.? I have the insurance through my employer (I am on H-1b), and the insurance will continue forever as long as I am employed.
    7. Can I skip part 4 if I have an approved I-140 even though I am applying for family based immigration at the moment? The form says skip this part if you have an approved I-140. But I am not sure if that is intended ONLY for those who are adjusting status with employment based categories.
