I already used AC21 once this year, can I use it again if I want to? Is there any limitation? I am only planning to change locations with in the same employer with out change in job responsibilities

No limitations. However, the job should be of permanent nature and if you keep filing AC21 requests, it kinda implies that the "permanent" nature of the job does not exist due to the volatility and the changes occuring too often.
