Guys after the green card interview when they says: Interview completed and case must be reviewed, what do they review and who does the reviews? And who grants the green card, national visa centre or field office?

After our interview on 2021-10-08, our case was also marked as Continuance - Held for further review. And they have a minimum of 120 days to render a decision. I do not have much perspective on who performs the review or what is involved except that my wife has been married before and submitted a prior adjustment of status (which was withdrawn due to divorce). There are a lot of new IO's and it could be that a more senior IO needs to review everything.

One thing I noted was that after the interview, the online case status shows our file moving from the Chicago Field Office (where the interview was conducted) back to NBC, where it has sat for the past several weeks.
