I came to the US on an F-1 in 2016 and stopped school May 2021. I met my fiance in 2018, and we are getting married this month. The thing is, the passport that I used to enter the US expired in November 2019. I received a new one in February 2020. For those 3 months I was in the US without a valid passport on my F-1 visa, violating the terms and conditions of my visa. So I should answer "yes, I have violated the terms or conditions of my nonimmigrant status?" And will that affect my application at all? I know I am also now a visa overstay, but that will be forgiven. Thank you for your help!!

No. Your status is determined by your I-94 and the conditions of F1 status, including needing to maintain a valid I-20 and maintaining good status with your study program. I can't find anything that says not having a valid passport violates your status. (If that were the case then people who lost their passports would be in trouble.)
