Is Medicaid public charge at the time of removing condition?

Hello,

I got my conditional GC few days back. I lost my job last year because work Authorization was not processed on time. My short term health insurance expired May 31 2020.
my question:
Can I enroll in Medicaid?
Will it cause any problem at the time of removing condition from GC?
Please advise..
