    I'm not an expert but I think there is a risk to start AOS while the I-130 was sent when she was in another country. They may suspect that she entered the USA with the intention to immigrate and they can deny the I-485.

      Hi, I do not think there is an issue here. I would go ahead and file the I-485 and make sure to include a copy of the NOA for the I-130. There are other forms you need. Make sure to research that. In essence, there is no issue. Your mother may even get the green card by mail and without an interview.
