Change of Date of Birth in Passport at San Francisco

My mother's passport and Birth certificate have different birth date and she is planning to apply for GC in US.
Likely we will have to change her birthdate in Passport to match BC at SFO consulate/Visa Center.

One of the requirement in the re-issue form for passport is:
"A court order issued by a judicial officer, not below the rank of 1st Class Magistrate in India" so what is this document.
Do we need to get such letter even though she has birth certificate (it does not have her name in it).
I am looking for a template of such letter and how to get it in Gujarat. Do I need a lawyers help.

If i m not mistaken, the court order is for some one who does not have BC and 10th leaving certificate or any other proofs to show the DOB.
Since she has a BC (without name), you need to request your local municipality / Corporation to update her name. That is what i did for my BC.
