My application were transfered to local from VCS recently and I was trying to find out the reason for that.
After trying long time redialing, i got through the VSC phone number and was able to speak to a "alive" person there, here is part of the dialog:
Me: I would like to find why my app was transfered to local
Officer: I don't know, you need to contact you local office
Me: I tried calling the loca INS phone number you provided on the "action of Notice" papere, it is not service, could you get me that number?
Officer: No, i dont' have any control about the local office.
Me: Maybe you have a way to find out the local INS phone number for me please?
Officer:No, the number was provided by the local office, maybe they just don't want you to call them
(comment: why do they provide it anyway?)
Me: Do you answer anybody's question like that or it just becasue you are not in good mood today?
Officer: yes, i answer everybody's question like this, and I dont' understand why you are so concern about your applicaiton is transferd to local
Me: I have waited for over 1 and half year since i filed my I-485, i think everybody would be concerned about their application
Officer: we have lot of application here who waited around two years.
(comment: that is the reason i should get a rude service like this?)
HOW HELPFUL THESE OFFICER ARE!!!!
