I-485 returned

I am an NIW applicant, my I-140 priority date is 07082019, which is same as the I-485 application date for "Dates for filling application" of October and November visa bulletin.

I filed my I-485 materials (together with I-765 and I-131) to USCIS Texus Service Center on 1022 and was rejected today as "based on the information you provided, a visa is not immediately available..."

I am wondering if my Priority date must be ealier than but not the same as the dates on the chart or I am filing to a wrong address?

Both USCIS and DOS charts say that your priority date must be "earlier than" the date on the relevant chart. So taken literally, that means it cannot be the same date as the date on the chart.
