Is Non availability of Birth certificate needed for person born before 1970?

While submitting 485 for parent, do we need to submit non availability of birth certificate even if they are born before 1970 in India. This link says that US knows that if someone is born in India before 1970, they won't have birth certificate.

Can we submit just a school leaving certificate with their dob and a self affidavit stating with their dob and also the article from DHS which has this statement.

Could someone please help me decide what to do?
