Mother has pending AOS based on immediate relative , can she buy health insurance on https://www.healthcare.gov/immigrant...ration-status/

She doesn't have SSN, EAD or AP right now

According to the page you linked to above, it seems she can:

But 45 CFR 152.2 seems to say that someone with pending AOS is considered "lawfully present" for health insurance purposes only if their I-130 is approved or they have gotten their EAD:

Lawfully present means

(4) An alien who belongs to one of the following classes:

(iii) Aliens who have been granted employment authorization under 8 CFR 274a.12(c)(9), (10), (16), (18), (20), (22), or (24);

(vii) Aliens whose visa petitions have been approved and who have a pending application for adjustment of status;
