No name in Non Availability of Birth Certificate

My birth was not registered so I need to get a non availability of birth certificate from local muncipality office in addition to 2 affidivits. But the Municipality office (Visakhapatnam) is saying my name will not be there in the certificate and only father name and mother name will be present.

Will this be valid certificate to submit for GC?
Any experiances are appriciated.
