I filed for my brother's GC in 2001 and recently visa has become available. Unfortunately, my brother was unaware of registration process for male from certain countries in 1993. My brother filed for I485 and now is required to do late registration. USCIS sent him an appointment for late registration, but was never received by my brother...Lost in the mail, per the mail man. My brother had tried to appeal this decision, but was denied by USCIS (so unfair). Now he's trying to re-file I-485 soon. What are his chances with re-filing? Any suggestions so not to miss correspondences from USCIS? Please kindly offer ideas. Thank you.
