My wife is a recent college graduate with a 3x a week part time job. We are filing for an I-130 and I-485. We were well aware that income is under 125% poverty line so her mother and father filled out an I-864A. A month after sending all the paperwork to USCIS, we received a letter stating that we didn't meet the 125% federal poverty line for the petitioner's household size.
It was also asking us that we could submit assets that meet the federal poverty line or obtain a joint sponsor.
The only thing that my wife could send are Bank Statement covering the last 12months since we don't own any properties, stocks, or real estate.
What do you guys think I should do?
I would call the uscis hotline but it's a Saturday.

My in-laws only had the 2008 and 2009 tax return. They requested an extension for their 2010 taxes and was granted for it. According to the letter "If you are not required to file a Federal income tax return under US tax law, attach a written explanation , and if applicable, evidence of the exemption and why you are subject to it." Can I use that exemption letter?
