Health Insurance Requirement for I-485

My dad is here applying I-485 as parents of US citizen. He is 76 years old and has pre-medical conditions. During the interview, he was asked to provide health insurance - I spoke to many agents, and was told no private health insurance available for 76 years old non-US residents (citizen or green card holders). The only option is Medicare - which isn't available for visitors.

My question is:
- Does USCIS have legal ground to ask for health insurance as requirement for green card?
- Do you know if he is eligible to purchase legit insurance from the States?

Has anyone run into situation like this? any advice is very much appreciated!

Consular officers or immigration officers sometimes ask for the proof of health insurance that would cover the pre-existing condition that the person currently has, even though they know very well that you will not find any such insurance plan anywhere. That is their smart way of rejecting your application.

if that's their way of rejecting the application - is there anything I could do at least to challenge the case? or at this point, you think it's slam duck, and my dad's case will be rejected regardless?

Before you think about challenging (irrespective of whether you can or not), first think about it whether you will be able to pay for all of his medical expenses that he needs now or may need in future. Think of the worst case scenario and make sure you are able to pay for it. If not, you should not even sponsor him to live here.
