Birth certificate issue

My birth certificate does NOT have registration number. When we contacted the muncipal goverment at my hometown in India, they said that the pages of their registration book of that year has worn out and have lost many (including the page where my birth registration was). So they are not ready to provide any registration number now. This is strange.

Is birth certificate without a registration number acceptable for I485?
