I-485 for Canadian Citizen

Hi,

I filed I-130 for my sister in 2006 that was approved while she was in India. Later she migrated to Canada and became Canadian Citizen. now, she is in US visiting me, can i file I-485 for her to change her status, her I-130 is already approved. Also if i can't file, what is the visa wait time for F-4 catagory in Canada , if it is shorter than India, i can modify I-130 so instead of waiting for visa number in india, she can get it in Canada. In a perfect world you could do that but unfortunately it is not a perfect world. Total wait or processing time for F-4 category is anywhere from 10 to 12 years. I-130 is approved but you have to wait for the priority date to become current. Currently they are processing cases who's priority date are late 2000.
