Sure. The I-551 stamp has the same legal value as the actual card.
Of course, the spouse also needs an SSN, if he or she doesn't have one yet.

That means, we can go to SS office to take out the bar I have on my old ss card and get a new one to search work. Am I right?

I-551

I went to SSN office on the next day after I got I-551. They sent me new social security card after one week.

I have heard that it takes longer nowadays (1 month or so), since they doublecheck with INS. ANother one of the post 9/11 changes.
When I got my GC in 2000, I also got the new SSN card 1 week after I went there.
