SS card for parents

My parents just got their GC through CP in chennai and everything was smooth. After they arrive here, I should apply for their Social security card. In the form, there are three options, "eligible to work", not eligible to work and one more. My parents won't be working but if I apply in that category, SS office needs proof of why they need this form then and need some documentation. Any experience on whether I should just go ahead and apply for "eligible to work" category. Will there be a problem? SS number is pretty much needed for medical insurance, medi-CAL, credit cards and other purposes anyways
